Hart Consulting's Blackthorne HOA page confirms this is the Blackthorne Homeowners Association in West Lafayette, IN and provides covenants for Phases 1-4 plus an Architectural Change Request form. The covenants reviewed do not publish a specific fence material list, color palette, side/rear height cap, post-cap rule, or fence setback rule. The shared covenant language states that fences and other structures may be placed on lots only with express written approval of the Building Committee/architectural authority, and that no fence or other structure may be erected until plans/specifications and a plot plan showing location/elevation are approved in writing for harmony of external design and location/topography. If the committee does not approve or disapprove submitted plans within 30 days, committee approval is not required and compliance is assumed. The current Hart ARC form requires project description including materials, colors, measurements, contractor information, anticipated dates, and a plot map, and notes that owners are responsible for permits, property lines, 811 utility marking, drainage impacts, and maintenance. Separately, the Tippecanoe County fence flyer linked from the Hart Blackthorne page says front-yard fences may be installed only if they do not exceed 42 inches and do not cross into an easement; fences taller than 42 inches generally should not be closer to the street than the front of the house; side/rear fences may be placed on side or rear lot lines except where they cross or obstruct drainage or utility easements. Corner/through lots may need administrative approval for fences over 42 inches near side/rear street frontage.
