Verified same HOA: Blackbird Farm Homeowners' Association / Blackbird Farms HOA, West Lafayette, Indiana, with P.O. Box 2776, West Lafayette, IN 47996; HOA materials state the covenants are recorded in the Office of the Tippecanoe County Recorder. ARB prior written approval is required for exterior lot changes including fences. Proposal must include homeowner name/address, project description including color and construction materials, start/finish dates, contractor information if applicable, and a location plan showing minimum build line, property lines, and easements. Perimeter fences may enclose back yards only, must be open construction, and standard height is 4 feet or less. Chain link and solid panel fences are not allowed. Fences that restrict lines of sight along the pond, woods, and golf course are not allowed. New fences on properties without an existing fence must be at least 18 inches inside property lines; replacement fences may be built in the same location; on zero-line lots, the HOA recommends a setback of at least 36 inches from the dwelling that serves as the adjacent zero lot line. Deck/patio privacy screens are separately allowed up to 6 feet high, no closer than 3 feet to the property line, and may extend no more than 3 feet beyond the deck, patio, or pool. Existing nonconforming structures completed before April 29, 2013 are grandfathered until substantial repair/replacement, after which current standards apply. Projects must be completed within 6 months of approval. No authoritative HOA property-management-company page was found; apartment-management pages for Blackbird Farms apartments were rejected as unrelated to the single-family HOA CC&Rs. A county-recorder-hosted PDF was not found in public search results, but the HOA documents page links to an HOA-hosted 1994 covenants PDF.
