The recorded CC&R PDF is for Skyline Ridge Planned Development and bears Tippecanoe County Recorder Instrument No. 9830210, recorded 1998-11-06. The CC&Rs require prior approval before any fence, wall, or other structure is commenced, erected, or maintained. Plans/specifications must show the nature, kind, shape, height, materials, and location of the proposed fence or structure. Article VII also requires prior written Board permission before an owner builds, plants, or maintains any fence, hedge, shrub, tree, structure, or other matter on the property. No HOA-specific fence material list, prohibited fence material list, color rule, height cap, setback, or post-cap rule was found in the Skyline Ridge CC&R text available from Hart Consulting. The CC&Rs separately prohibit structures/plantings/materials within utility or drainage easements if they may interfere with utilities, change drainage flow, or obstruct/retard water flow. The Hart Architectural / Exterior Change Review Request requires the owner to include project materials, colors, measurements, anticipated construction dates, and a plot map showing where the project will be; it also states the homeowner is responsible for permits, property-line knowledge, 811 utility marking, future maintenance, and ensuring the improvement does not affect drainage.
